I don’t think that Genoa is an option, since it seems that Pavise crossbowmen are included in the French, which make sense since they often used Italian mercenaries.
I personally think that the first civs to add should be the byzantine, since they are a big hole in the game, and have ties with almost all other civs in the game.
My ideal DLCs would be:

Spanish + Aztecs
Norsemen too are a likely addition, since they are famous.
I think expansions would be 3 at a time not two, so for byzantines to be added I think they would be added with Norse, and either an Italian nation or Castile.
