Request for more terrain modding flexibility

I’m trying to make a graphical mod which changes the texture of terrain 15 (shoreless water). It’s easy enough to replace a texture file, but the problem is that shoreless water and normal shallow water share the same texture file, which means it’s not possible to change one without changing the other unless I modify the data file (which I want to avoid since I want this to be a purely graphical mod).

Similarly, if I want to take a look at some of the terrains that are supposed to be moddable, all of those terrains share the same texture file, so it’s not possible to use more than one of them without changing the data file.

Having each terrain use it’s own independent texture file would greatly help with modding flexibility. If this change could be implemented into the game, it would be very helpful and greatly appreciated.
