English and French people are more closely ethnically related, as far as I can tell. Armenians and Georgians are related, but not closely. Either way, it doesn’t matter, because they weren’t part of the same state for their whole history. Ukraine and Russia were.

No. Even back then, Armenia and Georgia were separate. Ukraine and Russia being separate is a more modern thing, as they have the same medieval origins. Hence, they should be one civ in AoE2.
