Sadly, as much as we all miss his daily balance threads, I think we have to forget about this guy. It seems clear that humanity has rejected him and he will never return, just like when we lost Jesus 2000 years ago. We can only hope he will reincarnate somewhere into the better version of himself.

All elephants are weak against monks since the AOE2 exists. Giving them 70% resist against monk is like giving cavalry 70% resistance to pikemen or archers 70% resist skirmishers.
Playing persion elephants is a strategy, if you have the opportunity to boom and then destroy everyone with 60 elephants.
Persian is already a very good civilisation and they do not need such a crazy buff.

In retrospective War elephant is not an available strategy on 99% of the games, because is so expensive to achieve ,my proposal for balance is:
- Cost: 150 food, 75 gold
- Elite research: 1350 food 900 gold
That should be enough to play it on closed maps.
I think at least 1 of this points are nessesaries, but if 1 of them is not approved, we can increasse the speed to be equal to Battle elephants.
