I would have expected a patch following their move to cancel the free version. It strikes me as quite odd that the developers are waiting until September 10th to update the game; there are currently quite a few bugs that could have been fixed before the new DLC launches—though, on the other hand, perhaps there will be more patches after the DLC comes out, which might explain the lack of updates so far.
Another thing I noticed in the official DLC trailer post is that, in addition to the announced content, there will be a lot of extra material—a point highlighted at the end of the post:
Plus:
2 new game modes
2 challenge scenarios
25+ new random and historical maps
Tons of bonus content & much more!
I hope this kind of hype isn’t just to grab attention, but that it actually turns out to be true—that there might be a few unannounced additions to the DLC, like a surprise. I mention this because, otherwise, it would seem like they might have gone a bit overboard with what they claimed in today’s trailer announcement.

They did patch the game though.
I don’t want to look pessimistic but “tons of bonus content” probably refers only to profile icons and explorer skins. Now as for the “& much more”, usually it means nothing at all. I’d be happy to be wrong, though.
I’m very happy to receive the Hero Cosmetic Pack Vol. 1 for free, as previously announced, but I was also expecting an update today with the new beta content that isn’t part of the new DLC.
(For those who haven’t noticed yet, today they gave away the United States Civilization, Mexico Civilization, Kunoichi skin and Vol1 Hero Cosmetic Pack DLCs to those who already owned AOE3)

It’s likely that the beta didn’t show everything they’re bringing to the game (I hope).
It probably simply refers to the new natives, mercenaries, etc.

Well, they added content from old DLCs to the base game for free, but as far as I understand, they didn’t actually release a patch today alongside that move.
Regarding an update:
Alongside The Baltic Powers, we are releasing a massive update for Age of Empires III: Definitive Edition. In addition to the shared Mercenaries, Natives, and Maps from The Baltic Powers, there’s a plethora of Quality-of-Life improvements and fixes.
What maps are they referring to?
This just looks do damn better than any AoEIV stuff.

Yes, volume 2 of Explorer Skins and obviously new maps after the game’s release (Gibraltar, the Urals, etc.)…

Regarding the maps that come with the free update according to the FAQ page, now I think they are simply referring to existing maps that will be updated with new objects.

You’re actually right about that. Since the House of Romanov and Oldenburg are linked through marriage, this makes sense. I thought for a minute we’d be getting another royal house.
Edit: Unless this is a genuine tease. I guess we’ll see.
