When my teammate sends team inca bridges, i cant use the chasquis to build tp’s

Here’s the steps to reproduce the issue:

1. play sweden with an inca ally
2. inca send team inca bridges
3. try to build tp as sweden (they cant set them up and they cant help finish them)
