Byzantium and Western Rome are always playable separately in all games where they appear. Although Western Rome did not last as long as the parallel existence of, for example, Prussia and Austria. Let everyone draw their own conclusions. Regards.

As You see not only AOE 2 DE have big potential for new content. But AOE 2 must have some updates with unique models of militarny units like for example light cavalry , archer , spearman , also villagers ( should be more than only euro skins like now but also Asian , Native American , Arabic , Subsaharian African) more unique building models. AOE 3 is better on this aspect now. But game needs more campaigns , historical battles scenarios and new factions. , units , maps. I am bigger fan of AOE 2 DE but AOE 3 is also very good.

We just had a European dlc. Ideally, Asians would be next - Siam and… something else? Maybe Korea, but I’ve seen more arguments against than for when it comes to Korea.
Siam as a standalone civ, then a DLC that reworks the Indian subcontinent would be good, as many players would like to see more Indian civs in the game. Something like the British Raj, the Mughals, and the Maratha as three unique civs, separate from the other Asian factions, would be nice.
Follow up with a similar DLC that adds the Haida and splits the Lakota + Haudenosaunee away from the Aztecs + ####### followed up by a new DLC to South America to figure out something down there.
After that, a focus on Africa with 4-5 consecutive civs from there.
All the while, round out the Revolutionary Civs to include 8 successor states from the original civs - We’ve got Mexico from Spain and the US from Britain, now we need Canada from France, South Africa from the Dutch, Brazil from Portugal, etc. A group of civs meant to mirror their mother nations would be fun and would be popular.
However, aside from Poland and Denmark-Norway, there aren’t any notable European powers missing from the game. There’s five other notable regions worth exploring before we put yet more European civs in the game.
Korea would be a great civilization for this game. I want turtle ships.

I would love to see a unique heavy infantry unit like this charging the front line.
I think such a civ could have units that transition from boat to infantry, just as there are units that mount/dismount. Like an amphibious unit (so to speak).
The best partner for the Siamese are the Burmese. Burma was a regional power before 1824, and centuries of warfare with Siam is such a potential for the game.
The ones who are suitable for Koreans are Vietnamese. Both were also the main vasal states of the Qing Dynasty, which could be the theme of their DLC.
In my opinion Koreans and Vietnamese are not prioritized as much as other popular options like Poles + Danes for European DLC, Persians + Omanis for West Asian DLC, Siamese + Burmese for Southeast Asian DLC, Kongolese + Zimbabweans for Afican DLC, Brazilians + Mapuches for South Amerian DLC.
Splitting up the Indians is to some extent the same as splitting up the Germans. On the other hand, the so-called many players probably just want more new content, regardless of whether to split the Indians.
The Germans are a specific faction to Europe that is already represented in multiple manners across the mercenaries, maps, and other civs, regardless of whether or not Austria is in the game.
The Indians are an amalgamation of an area with more languages and people than Europe.
That’s cool. I’m down for Siam + Burma as a duo civ drop to refine the Chinese and Japanese into a new region, then the Koreans and Vietnamese at a later point down the line.
If we can go back 20 years, before TAD was designed, then I wouldn’t mind having 2 or 3 Indian civs. However, everything is done. Splitting is not necessary when we still have so many potential and attractive choices.
You mentioned an important point, that is, mercenaries and so on. These are the unique advantages of AoE3, so that it does not have to rely on splitting existing civilizations to cover more. This is also where I don’t think AoE3 should emulate AoE2’s Indian split. More languages and people is not a problem to some extent. New cards or units can have different backgrounds to represent different cultures or ethnic groups on the subcontinent.
I’ve always support to rework the Indians to give the civ broader representation, such as introducing more cards with Indian culture, like Mysorean things, and introducing new mercenaries to represent various ethnic groups, such as making Rajputs, Gurkhas and Marathas become the light cavalry, light infantry and shock infantry mercenaries respectively.

YEAH! There is certainly far more opportunity to rename and Indianize the cards than even any other civs. Yet we have alot of poorely named/ un-researched art and names.
There is a plethora of mechanics/cultural representation/artwork can be introduced.
Anyway, the top priority now should be the accession of Persia. The Age of Empire III has been missing this important country for too long, including the Persian region, which has never appeared on our visible maps

That’s just weird Chinese propaganda trying to denigrate the sovereignty of their neighbours.
It’s mostly about how Korea just doesn’t do much in this time period. Like yeah, they existed, but they didn’t do much. They weren’t really a player in the Sinosphere aside from just existing.
