The fireflies’ effect does not work when activating the Home City Cosmetic “Night Lighting - Fireflies” for the Native American Civilizations.

Here’s the steps to reproduce the issue:
- Select the Native American Civilization that has the Cosmetic “Night Lighting - Fireflies” in the Home City menu.
- Activate the corresponding Cosmetic.
- Unlike the description of the Cosmetic, the fireflies do not appear.
EXPECTED RESULT
What was SUPPOSED to happen if the bug you encountered were not present?
Fireflies should appear in your Home City while the Cosmetic is activated.

The Cosmetic “Night Lighting - Fireflies” is activated in Lakota’s Home City, but no fireflies are visible.
For comparison, please see this another screenshot of the Home City with Cosmetic “Night Lighting” (without fireflies) activated.
From what I see, there doesn’t seem to be any difference between the two.
