I think it is only for 4K+. Not to be used for resolutions lower than that. Or at least not designed for sub-4K, and devs had some issues with stability when they tried to fix zoom for sub-4K. A dev commented the following info years ago:
The UHD texture pack contains double resolution sprites, this is intended to make the scaling for UHD screens (4k+) look a bit more sensible.

The end result is that if you get the UHD textures on a 1080p screen you will effectively have less zoom range because all the sprites will take up more screen space.

There have been numerous threads where people have complained about not being able to zoom out enough with a 1080p monitor. I’ve got a fix working, but it wasn’t completely obvious how to do it, so I thought I’d share step by step instructions. Note that this is specific to Nvidia graphics cards, but you can do the same thing with AMD virtual resolution.
