Well my reasoning was better explained in these two posts #108 and #128 from another thread.
In the campaign I had in mind, the Portuguese had muskets, but they wouldn’t be different in the game as the same characteristics continued: high attack and range, but poor accuracy and high reload time.

I didn’t suggest civs from 1650, all the ones I suggested in this forum are medieval according to the period from ~400 to ~1600.
As explained in the answers linked above (which were addressed to you), I suggested a campaign that goes to the 1600’s for a civ that is much older, and possibly the only one that needs it. And, as I said in both that one and this thread, this suggestion is not something extremely necessary. It is for a possible case that is already exceptional and that can also be resolved in other ways.

Your talk about Japan only shows (along with the book I quoted) how arbitrary European periodization sounds to the rest of the world.
