Very simple!
When they add an optional DLC that impacts the game both for those who buy it or don’t buy it, adding bugs to multiplayer for example. Or anything that breaks the game and you can’t solve it by refunding the DLC.
That’s a reason for negative review.
As long it does not impact you at all it just means it is not for you… but for many others is, so negative review is not justified. Also tons of people don’t waste precious time reviewing games on steam, so the outcome of current reviews are not relevant for the entire community.
So, hypothetically… If they sold us a $30 “campaign” DLC that’s simply one scenario, which is the default empty grassland from the scenario editor, would you say that’s completely fine and doesn’t warrant a bad review?
After all, it doesn’t affect the rest of the game.
Nobody sells to you by force. Its a product up there in the cloud available for those who really wants it.
Also the ‘‘scam’’ argument won’t work because everybody has the right of refund after they test the product.
So that’s why Microsoft won’t sell what that thing you mentioned because nobody will buy it.
They sell what they already know it will sell to a certain audience, imagine Microsoft is a big corporation and has a marketing staff doing market research before selling stuff.
There are lots of groups on social media full of people that like this DLC.

In the end, what matters are Steam Reviews, which are mostly negative. And it’s not like having the same opinion as the majority is synonymous with being correct.
By the way, you haven’t shown screenshots of the “new” unit models, if they even exist.

Because here is also a place for useful things like coming with ideas for the future DLC.
And there are plenty of people that came with good ideas, along side the people just wasting time complaining.
So it’s useful and at the same it’s a waste of time? I really don’t understand you, but anyway… Go waste your money on this DLC, meanwhile I’ll replay these exact same scenarios for free.
Please spend it on replaying the $13-worth free scenarios 10 times and defending it on every front. That’s a more rewarding thing to do. They will reward you with another one like this but costs $23 and skipped voice acting entirely next year.
Otherwise the game will die and MS will go bankrupt.

Games that fail to sell constitute the MAJORITY of games released every year, including some from the brilliant MS with its infallible market research.
This DLC is already a success comparing the amount sold vs work done. There are lots of people happy to pay 9.87 euros for this kind of DLC because we love this kind of content and money is not a problem if you love a franchise. And Microsoft knows that.

Nope because we asked for this. Microsoft knows we are tons of people that want campaigns and scenarios added officially on the campaigns menu even if the price is 10 euros for 3 campaigns or 19 scenarios.
I would happily trade a pizza worth of money twice a year for 2 x campaign and scenario official DLC.
