I’m having this issue as well. The main menu acts as though the down-arrow is held, rapidly cycling through vertical menu elements.
I tried some of the obvious troubleshooting steps (different keyboards, different USB cables, different USB ports/busses, etc), and here’s what I’ve found:
All of my mechanical keyboards (Keychron, Royal Kludge) exhibit the same issue in wired mode. However, when connected via the wifi dongle or bluetooth, everything behaves normally in game. I’ve tried several different USB cables, ports, and mechanical keyboards and all exhibit the same issue in game. Everything is normal in every other game/application.
Strangely, my spare Dell membrane wired keyboards behave normally in game.
(I don’t have any other keyboards or controllers connected to this machine)
For anyone experiencing this, could be worth experimenting with wireless as a workaround.
Ditto. Same workaround applies (holding alt down).
I Noticed also when in game there is no way to click with the mouse on menu must do allvia keyboard.
I alredy posted at steam forum about this. In my case I found atemporary solution for it.
Unplug your joystick, pedals or wheel.
To be able to navigate menu i had to press brake and accelerator at same time.
To the devs, make a hotfix pls, we should not have to unplug our other devices for the game to work.

I have the same issue from the last update. It’s as if the “Up” key is being held down all the time. Holding the Alt key is also helping to workaround the issue a little bit until I get into a game (although the pause menu requires the workaround again).
I think it’s tied to specific device signatures. In my case, it’s tied to my actual QMK keyboard on Linux, specifically. If I disconnect it, it stops, but obviously I can’t play without my keyboard (and unbinding my Up key on the hardware doesn’t prevent the issue)…
I’ve tried 1 other keyboard and the issue doesn’t occur on that one. And when I switch to Windows, the QMK keyboard works fine. This is a Steam topic on this with users reporting this occuring with other types of devices plugged.
Also, guys, please heart the opening post as per the bug report instructions. This is the most important part. There are hundreds of bugs being reported, so we have to at least take this crucial step to make sure this game-breaking issue is visible amongst all the other random issues.

ok i solved this problem by diconnecting pedals now it is working!
So i guess disconnect all u got xpt mouse and keyboard.
Try using a VPN I have this issue for a while now its to do with synching to One Drive I believe for some reason if I load my VPN before I load the game it logs in no trouble
Very disappointing - I only get a couple hours to play on friday nights. Had to wait for an update and then can’t play.
I thought maybe my 2560x1440 monitor was causing a glitch. Wired keyboard and mouse worked fine on previous versions. Don’t use a joystick. Any other workarounds besides ALT - couldn’t get it to work for me. I can sometimes hit enter, but never actually start a game.

I got it… spent most of my ‘game time’ debugging it, but it’s working at the moment.
I removed a unrecognized USB device, also removed my PS4 controllers that were ‘paired’ but not connected. They were powered off. Tried it again and it’s working now.

We should all log a ticket with Support to get maximum visibility, as this is a game breaker for those impacted.
For me, I have to unplug Thrustmaster TFRP rudder and Thrustmaster T.16000M
Disappointed today’s patch did not fix the issue for me.
TLDR: Try a different keyboard.
I only have my keyboard and mouse plugged in. Still bugged. No wheel or gamepad
I am using bluetooth headphones and a USB Microphone

How does the bluetooth have anything to do with controls? There were no bluetooth controller connected.
EDIT2: DIDN’T FIX IT.
EDIT3: I just tried WITHOUT a keyboard and a wired mouse.
Everything was fine.
I plug in a keyboard and it bugs. Specifically a Wooting 60HE
I just tried my old Varmillo VA88M keyboard and it seems perfectly fine.
I can see why this works. The Wooting has Wootility software.
Same here - no buttons or menu items are selectable, until the ALT key is pressed and hold.
AoE4 is unplayable since the last update (Steam Version).
