ERK is much better against infantry than dragons because the Aztecs lack artillery, grenadiers, or any units that do ranged area damage. Also, the Aztecs don’t have musketeers either. that is why it is correct that the ERK+arrow combo can defeat the musketeer+cannons combo despite the fact that the ERK is a dragon type unit, because, if I’m not mistaken, it is in fact their only alternative for the Aztecs to efficiently defeat said combo; Jaguars are melee units and will die under artillery fire before they can do enough damage and the otontin are very fragile and have 18 range.
Making the ERK have the same performance as the dragoons would be like leaving a European civilization with culverins and mortars as the only artillery units, without grenadiers, without musketeers and with a more fragile than normal skirmisher who does not have access to anti infantry rifles. that is too strong a handicap.

Hopefully a civ like Incas have a unit like the arrow knight. Give me arrow knights (who are not weak against culverins, unless something has changed in these months) and take away culverins, mortars and grenadiers.
Unit micromanagement is keeping your distance while taking down multiple Falconets with AK until you can penetrate with Otontin and Jaguar (Jaguar can be stealthier). The Otontin is a cost effective unit, obviously not comparable to a normal skirm because is way cheaper.
We also have the Community Plaza, which can buff units in combat, so again, the Aztec doesn’t need a “kill almost-everything” unit like ERK to deal with the combo you mentioned.
