The Qiang people are not actually a specific ethnic group. In ancient China, it was customary to collectively refer to the tribes of the West that were not under the rule of the Chinese dynasty as Qiang people. Every time the Chinese dynasty expanded westward, the parts that were included in the territory either joined the Chinese dynasty or were defeated and dispersed, and the new border ethnic groups became the new Qiang people

Since this term generally refers to the Tibeto-Burman-speaking peoples that lived in the west of ancient China, as a civilization in the game they could cover tribes that fit this profile. These tribes would lack representation in the game after the Chinese split.
In a similar way, long ago, it was suggested that “Wends” be introduced as a potential West Slavic civilization that covered the Poles.
If the term Tibetans can be accepted by the Chinese government, then they can be directly used as the name of civilization like the Poles without the need for Qiangs or Wends as their alternatives. If not, even using Bodpa, Tubo, Tufan… would be impossible too because these terms are still very specifically referring to Tibetans. A more general term, like Qiangs, would be needed at that moment.

No, it wouldn’t. Rus’ is a state name, like Lithuania, Poland, or Germany. Ruthenian is a demonym, like Lithuanian, Pole, or German. That’s the difference.
AoE4 also uses the term Holy Roman Empire instead of Teutons.
