Considering how rich Chinese history is, there are many great opportunities. I would love a campaign about Zheng He and made a proposal here (story spoilers).
Zheng He is interesting because he is one of few admirals who merit a campaign on their own with a strong naval and open-world focus (renaissance explorers like Vasco da Gama didn’t fight that much). This allows for varied gameplay with unusual mission objectives and interactions with many civs. Fighting pirates on sea and land, escorting diplomats, but also helping the Yongle emperor rise to power and fulfilling tasks to convince foreign powers could be featured in the campaign.
