Give the French new shipments that provide them with African units + French units:
1.Ship x2 Napolion Guns from your French Home city.
2.Ship a regiment of Askari soldiers.
Maybe Ever Triumphant Army(常捷軍) that enable the Chinese to hire a large horde of French fusiliers and two or three horse artilleries(or Napoleon guns) with 2000-3000 coin should be added to Custom House shipment row, for Second French Empire had also helped Qing government to quell Taiping rebellion by authorize their military officers in China to recruit locals and Filipino mercenaries into that armed force.
Interesting proposal. I personally rather have them all be a good number of shadow-teched Fusiliers for Age IV without the canons; perhaps unlocking them for training at monastery as well.
Thanks for your addition, not only for scrapping additional artillery(for they were not that extensively-used like Ever Victorious Army under British and American commanders hired by Qing authorities), but also for the fact that only officers were dispatched from French armed forces in Ever Triumphant Army at that time, otherwise their rank-and-file soldiers were recruited from either locals or Filipinos, that’s why making them available in Chinese monastery feasible
Much is said about military shipments, but what about economic shipments?
How about shipments of fishing boats for Europeans.

I know what you mean, that’s why Single Whip Law(一條鞭法) can be added to the Chinese as an Commerce Age economic shipment that grant a small coin trickle for each town centre and rice paddy(0.3 coin for each town centre and 0.2 coin for each rice paddy)
For the Japanese, Dōjima Rice Exchange(堂島米市場) can be added to them as an economic shipment that reduce all costs and research time of their rice paddy technologies (maybe 25% ?), while Ichiryō gusoku (一領具足) also makes their sentries and irregulars no longer cost population, their HPs no longer dwindle and allow them to be trained from rice paddies(though maximum capacity of them will also be imposed, base on the number of rice paddies they have).
Bengal Subah can also add to the Indians that bring small trickle of exports(0.2 per second, maybe) base on how many rice paddies they have.

Spanish: Add conquerors, remove musks by spanish musketeers or spanish arquebuisers, add genitours “like javelin rider” and more natives (aztec/mex/incas).
Portuguese: Add cannoneers, montantes “like doppelsoldners” and iron troops.
French: Add fussiliers , zouaves, napoleonic guns and more natives (haud/afrikan).
Germanish: Add askari.
Brittish: Add gurkhas.
Dutch: Add musks of Hesse.
Otto: Add corsairs marksman, bereber camels and cheap pikes/bows.
Russian: Add steppe riders/keshiks mongol horde and… BEAR RIDERS
Since Mexico has access to the legacy Aztec native units by way of federal cards I think the Spanish should be able to ship them like how they can with other natives. USA and possibly a few other civs should also get legacy tomahawks or axe riders as a shipment as well. I think it makes sense to use legacy natives instead of the full civ’s units when you are training them or shipping them as a euro civ. That way they benefit from native unit upgrade cards and it avoids the confusion of having a native American unit that seemingly arbitrarily doesn’t count as a native. Since these civs can’t train the ordinary versions of these units then you don’t have to worry about getting them mixed up with their war chiefs counterparts.
As a powerful Age4 shipment that depicts the Brazilian Gold rush that lasted two centuries, Ouro Preto shipment can be added to Portuguese with these attributes:
- Cost 2000 wood
- Ships one covered wagon
- Ship 5 Gold Prospector Wagons
- Ships one explorer
- Allow the explorer to train Tupi blackwood archers
Finally I can suggest four more cards for Spanish:
Ballesteros de Monte(Age 2): grant their crossbowmen stealth ability
Maestranzas de caballería(also Age 2): All cavalries receive +0.25x(Age 2)/+0.5x(Age 3)/+1.0x(Age 4)/+2.0x(Age 5) extra multipliers against their respective counters
Soldados de cuera(Age 3): grant lancers extra 10% ranged resistance
Aduaneros(Age 4): ship some skirmishers for 1000 coins, grant them ability to earn gold from kills(10 per infantry, 20 per cavalry and 40 per artillery) and allow them to be trained at forts

The cards “Theaters”, “Dance Hall” and “Atonement” can be used to allow the civ train their country’s mercenary. Just change Ronin to other units.
Providing Ronin to all Western civs is a weird design actually. Swiss Pikeman should be trainable for the French. Black Rider for the Germans, Cannoneer for Portuguese, Highlander for British, etc.
Europeans cannot have those familiar units but Ronin? Why? Just because the dev like samurais?
Many parts about Asians in the game is disappointing.
